The more steps it takes to extrude the same amount of material, the more precise the controller can be with the E movements.
Also, the human/tool error in steps per mm has a reduced impact.

As heartless said 1.75 works better in direct drive systems . Less friction heats faster less force to push the plastic better layer control etc.
3 mm tends to be favored in bowden systems easier to push over a long distance , stiffer. Probably has some advantages for larger machines with larger nozzles in the .8 to 1 mm range . we are starting to see systems that with use either one with minor mods.
In the future there may be machines that are just fed pellets this is already being researched.
Tin

from an article on Hackaday...

"The earliest home 3D printers used geared extruders nearly exclusively to push [3mm] filament through a hot nozzle. These geared extruders, like Wade’s Geared Extruder, are essentially a reduction drive. By using 1.75mm filament, the torque required from a stepper motor is three times less than with 3mm filament. This reduction in torque means a smaller direct drive system can be used, and since the drive system is smaller, the inertia of an entire print axis is reduced. This means smaller, faster printers than can also print better at low layer heights."

find the full article here: http://hackaday.com/2015/09/29/3d-print … standards/
