I banned buza1993 first thing this morning.  Not sure what you mean by "they are still a member".  Nor do understand why you think they have "multi IDs". Are you getting further PM's from another username?
I am not in a position to change the systems that control rules of PM's to prevent spam.
All I can do is notify Brad and see if he can do something.
