Although I have got new stuff that apparently was not packed or stored correctly at the manufacturer and it had moisture in it.

Its a little but lumpy and smoke comes out when its extruded.

You could have some sort of burr. Just be carful not to flex the bit even the tiniest bit. Tungsten carbide breakes very easily when it is that small.

I order IC3d natural filament im sure this is  quality stuff but im still geting the same result as if the filament was wet, and ugly burnt and rough to the touch prints

A few tips:
*Calibrate your extruder and make sure the filament diameter on your slicer matches the material currently being fed
*Tweaking the extrusion multiplier and retraction settings would help as well will help

Pic example before and after my nozzle got clogged and acetone wash.
Ive been printing for 8 hours and still same sand paper fuzzy prints
