it's a typical 3d model made for Computer Graphic Imagery in a CAD software with all the problems related... it was never mean to be 3d printed... (or made by someone who didn't know the contingencies of 3d printing).
you can corrected this type of model by using software like Meshmixer (free) and the function - Make Solid -
or - Shrink Wrap - in more professional software like Materialise Magics.
This is in no ways a slicer software problem..
