Do any of the newer OS's even come with it?  I haven't seen it in quite some time.

Win 10 still has it.. They just call it paint now. Click start and just type paint.

It's not the original Paint from 1985. It's Paint.net, the one that can make vector files and other Photoshop-like functions.
