Whoa... really???. Don't get me wrong, I'm not a Windows 10 fan, nor am I Microsoft fanboy, but that statement is simply wrong.
If you know what you're doing (namely don't let it install the defaults by blindly clicking next, next, next) and can do without some of the MS bloatware like Cortana and Bing, you don't need an MS account to use the machine. There's plenty of software available that can replace those "features" and do it better.
I use Windows 10 at work, and it works OK, once you get past the shoddy interface, and no, I didn't turn over control to MS, nor do I have to have an MS account or ask permission to use it.
Here is a list of apps to stay away from: Cortana, Bing, Edge, Xbox Multimedia, Microsoft store. There are also some features that should be opted out of during installation, but you can still disable them after the fact, like WiFi Sense, and all the so called "Getting to know You" features. All these use your social media accounts and passwords to share everything about you and your friends. You should also turn off any of the targeted advertising features by disabling the "advertising ID". All these are there to supposedly "improve your experience"...yeah, right.
There are a few other things, but if you take precautions you can be free of Microsoft intrusions under Windows 10.
